Project 17

Heather Morgan is the Executive Director of Project 17. She is a native of Pratt, Kansas and holds a Master’s Degree in Public Administration from Kansas State University and a Bachelor’s Degree in Secondary History Education from Kansas Wesleyan University. Professionally, she held a number of leadership positions including Budget Analyst in the Kansas Division of Budget and Director of Public and Legislative Affairs and Community Programs for the Kansas Juvenile Justice Authority, as a County Manager in Kansas, and as a lobbyist for child welfare, health care, and behavioral healthcare issues in Topeka. She currently serves as the Executive Director of Project 17, which is a 17 county regional economic development initiative working to address economic vitality of the 17 counties in Southeast Kansas.
